Oath of Allegiance?

Is it possible that this oath of Allegiance refer to Christian Reimers, made at the time he was in Adelaide? The name Friedrich Wilhelm Christian Reimers is almost the same as on his Bankruptcy notice in  England. Was the international political situation or the immigration situation such that in the 1880s, he felt obliged to make an Oath of Allegiance to South Australia...?
